The other day I found 2 ticks on my outdoor cat, Handsome, under his chin. I found one on my other outdoor cat’s back, Mickey Mouse. They are both semi-feral, and stay out all say, and sleep out overnight.. All three of my cats have fleas. What can I do?

There are these gross, scabs on the soft side of butterscotches neck. they might be from ticks or fleas or something, but i dont know. does anyone know what they are? also, he is very old. 19 yrs.
