Rather than quiet, I would prefer to say cats are not noisy as are humans. Even when they do not announce their arrival by speaking, humans usually make a lot of noise, with what they are carrying (bag, box or something else), and by either dragging their feet on the floor or carpet, or by stomping, and then, of course, there is always coughing or moaning or sighing, and any noise the clothes make (cloth against cloth or clutter against clutter in pockets) or squeaky shoes.. My grandchildren used to accuse me of sneaking up on them - they might go into an empty room, turn around, and see me standing there or coming in. The only difference between them and me is that I pick up my feet when I walk (it saves a lot of wear and tear on shoes). I was not sneaking up on them, and your cat is not sneaking up on you. It is naturally quiet (picking up its feet) so as to be less noticeable by predators, and to not scare prey. For all they know, there might be a mouse two feet behind you, or a cat-eating dog two feet in front of you. They just want to see what is what, and not be surprised.

They are just made to be sly. They have softer pads to walk on. More \\\’perky\\\’ ears 2 pick up sounds. And lighter bodies for lighter footsteps. They are made to be quite. Or as jpete46 said not as noisy as people. Their preditors so thats how they hunt.

They are very sly. Cats are hunters, and they sneak up on prey to catch.

They are quiet so they can sneak up on predators, without the prey noticing. And they have pads on their paws that act like a cushion.
