First off, dry food doesn’t clean the teeth. Someday this myth will DIE!
That aside cats are just like humans - some are more prone to tartar and other things than others are.
I would have the vet check his teeth the next time you go. He may be due for a cleaning.
In the meantime you can start him on the road to better dental health by brushing his teeth.
I do know that they make breath fresheners for animals but I think you need to get to the root of the problem before you worry about masking it.

One cause is tar-tar build up on the teeth. And contrary to what people say, dry cat food does not clean the teeth.

Wait for more answers to your question. Then call the vet and ask. Do not make an appointment (unecassary), just ask. But I guess if the vet says it’s necassary then definately book an appointment.

the bad breath reaks from the food, dry food wet food it will still give it bad breath. You should also have it’s teth kleaned at least 1 every 2-3 months by the vet. so it’s teeth are healthier that might cause the bad breath
