You should get him checked by your vet. It could very well be an abscess and these are painful. If it is he’ll need an anti-biotic. In some cases these have to be lanced to drain out the infection. The infection can cause a cat to lose his appetite, become lethargic, and develop a fever.
Abscesses are accumulations of pus that usually form as a result of puncture wounds inflicted during cat fights. (real fights or mock fights) There can be causes of abscesses other than cat fight wounds, for example foreign bodies such as grass seeds, splinters etc.
The abscess may rupture spontaneously discharging thick yellow or brownish foul smelling pus through a hole in the skin. The cat may then feel a lot better and resume eating. If the cat is co-operative, clip away the fur surrounding the wound. Bathe away any discharge and any scab that has formed. Wash with warm salty water or dilute hydrogen peroxide (50/50 10 volume). The more discharge that escapes the better.

It is probably pus. The cat was probably scratched or bitten, and the pus is building up. Is your cat an outdoor cat? If your cat is an outdoor cat, this is another reason to keep your cat indoors.

"Foul" is far too nice of a word to describe the stench of an abscessed wound draining... Ugh... this answer brings back terrible memories of when B-Rock first came into my life... :-) Excellent answer!

Excellent answer! The infection does not always smell & can also be creamy/pink in color, can drain copious amounts of pus. sometimes they take awhile to develop to the self-rupture stage,low-grade fever is usually present. Poulticing with warm water helps to bring it upto a head but have the vet lance it as antibiotics are usually given to prevent reinfection of the area. I found they are always at the base of the tail or low on the spine where a claw would strike on a cat running from an attacker. They are not uncommon for outdoor cats

I know this will not answer your question but here is a piece of advice: be careful! Stop him from getting into other fights. He might have been fighting over a female so getting him spayed is areally good idea. If you ever see a fight water is sometimes the only option, it won’t harm the cats but a cut (like the one on your cats tail) will.

Take him to the vet, whatever happened to him it might be infected so a vet should check it before he gets sick.

I don't mean to be rude, but vets don't know everything. They may know what is going on, but I would not call them experts. I know books that may very well know more than my vet does. I'm not saying that vetranarians are not smart, but they don't know everything.

Well, besides how it hurts him, is he acting the same? Because he could have rabies, but if he’s acting himself, then he may not. read up on it, look it up online, and let it take it’s course! If that cat licks it enough, then it should be ok.
