Try adding a crushed ice cube to the water dish - make sure that it’s not a bowl, but a saucer, instead. Not to reduce drowning, but kittens like shallow water supplies this early, just drops on a saucer will encourage the little one to feel confident enough to drink. You can also drop a few drops onto the dorsal area of her paw, she will either lick it off or shake it off. So, crush some ice, or put her on the counter (supervised) with the tap dripping, or introduce water in a small, shallow saucer. The shallow saucer with very, very little water in it is key for building up confidence with a water source.
