My cat does not like to be held underwater…
What should I do?

With a sharp filet knife, but gills (3 on each side) just behind ears in the neck of the cat. Then the cat should be able to breathe normally underwater. Cat scuba equipment has not been invented yet, AFAIK, so you can rely on the gill method, which has been used by fish since prehistoric times.
