Absolutly aggressiveness if it is every time take a plant spritzer half filled with water and a tea spoon of viniger and any time the puppy bites a cat spray by its nose but not directly then he should stop.

your dog is not that aggressive. she bites the cats neck because at one point and time from the generations long ago dog were wild. she thinks the cats are her pray. she bites there neck and trys to take the cat down, cause thats what they do in the wild. so dont be scared just make she you yell at your dog when she bites or grals at the cats, and say (good girl!) and give her a treat when she does not bite, bark, or gral at the cats.
