My cat gets those too! Is he/she a long haired cat?
The hair just gets matted together, there is nothing wrong. Keep on brushing him/her everyday…
Almost every summer we shave our cat so he isn’t hot and doesn’t get matted.

I once had a ginnie pig once and he had longg hair we always had to keep brushing him, you could trim him or cut that piece. Those are just options!

It’s okay they’re just mats. The hair just gets tangled. It happens to all long haired cats. Going outside won’t be a problem. try brushing them out, but if you can’t, then cut them off. Be very careful when doing this. Hold the cat very still so he does not jerk and cut himself.

there might be a cat conditioner and shampoo that may help. always brush your cat. the longer the hair the more brushing that cat will need.

if your cat is old it could be it cant reach its back anymore which is the case with my 17yr old cat. it also might be your cat is getting sick or dying which happened to my first cat which at the same time he started getting cloudy eyes and didn’t eat good. hopefully that’s not the case.
