I google searched it, and didn’t get many answers, but I think it means your cat is happy, or content. I could be wrong, but I think there’s nothing to worry about.

It’s ok my cat puts her tail in the shape of a candy cane when she is happy especially after we are done playing for the evening. And it may not be a habit but do you really have to pick on the little girl?

Well, it is normal. If cats had a website Humans.com There simaler question would be: why does my human alwys have its mouth open. When we daze, some of us(including me;) keep our mouths open without noticing it, and cats are happy when they do this.
It takes a cats musles to keep the HOLE tail up, and so they problably are just resting it. Amagine keeping your arm up in the air for a really long time. Its eaisier to have youir elbow on a table and raise yopur wrist right?
I hope that helped,
Toby66 ;( (sorry i was experamenting a smile)
