maybe when it purs and meows at the same time the sound hi comes out
or it could be just the sound the cat makes but anything is possible

It turns out that cats have special wiring! The wiring travels from the brain to the muscles in the voice box, and this wiring is able to vibrate the muscles so that they act as a valve for air flowing past the voice box. The muscles work both during inhalation and exhalation, which creates the impression that cats can purr continuously. The air passes through the valve, which opens and closes rapidly to create the purring sound.

This is partly because the cat has no obvious anatomical feature unique to it that would be responsible. One hypothesis, backed up by electromyographic studies, is that cats produce the purring noise by fast twitching of the muscles in their larynx, which rapidly dilate and constrict the glottis, causing air vibrations during inhalation and exhalation. Combined with the steady inhalation and exhalation of air as the cat breathes, a purring noise is produced with strong harmonics.

when they are very happy or in a good mood, relaxed or just very very happy then they purr.
Also, domestic cats purr when injured, sick, in pain or dying.

It is not known how cats purr. One suggestion is that the vibration of blood passing through a large vein in the cat’s chest causes purring. The windpipe, along with air spaces in the cat’s skull, magnifies the sound of the blood passing through the vein. An alternate theory is that the sound is produced by the cat’s larynx as its vocal cords open and close.

my cats purr all the time! I have no idea while cats purr but I guess you should just be happy that you are making them joyful enough to purr!
