What does it mean when my cat sticks her rear end in the air and moves her hind feet up and down? Does this mean she is in heat?

Yes, she is in heat. That is typical “mate me” bahavior.

Female cats are usually in heat for 7 to 10 days at a time, and will go in and out of heat every week or two until they are mated or spayed.

It is best to spay and neuter all cats before they reach sexual maturity (as early as 3 months to before 6 months) to avoid pregnancy, deadly pyometra, spraying and other behavioral issues, discomfort to the cat and the annoying behaviors that unfixed cats display.

Please Spay and Neuter!

yes your cat is in heat her this behavior indicates that. female cats are in heat for 7 to 10 days.
Unless your cat mates she will continue to come into heat every 2 to 3 weeks.

If a cat calls many times without a pregnancy there are associated health risks. A intact female cat that has never been bred has a high risk of developing cancer of the reproductive organs or developing pyometra which is a life threatening infection of the uterus
