your cat has been inside too long he has not had to deal with loud scary things of the outdoors so he is gonna be scared because it’s different from what he is used to

It may be her instinks.
Maybe she wants to go outside, to hunt and stuff.
But she is scared of the things outside.
That is what i think.

I have a cat with the exact same problem. What your cat is probably afraid of is all the activity and dangers that are outside in contrast to the little activity and little danger inside. To introduce my cat to the outdoors I brought my cat into my enclosed backyard, away from people she didin’t know and cars. Then I stayed outside with her and kept the door wide open, I found that my cat didin’t freak out as much if it could see that if something that it was scared of came it could easily retreat inside. I stayed outside with my cat for half an hour then brought her back in. I have been doing this for about a week now and just yesterday Kate (my cat) actually wanted to go outside. She meowed at me and then scratched at the door. And Kate has spent her first five years inside. I was really happy. I suggest you try doing this, it worked for my so it will probably work for you.

If your cat wants to go outside maybe you should let her be an outside cat. When she goes outside go with her on a quiet, not windy day. Introduce her to one thing at a time. Let her sniff the grass, but if wants to go back in the house let her. Don’t just pick her up and plop her in the middle of the yard. Open the door and caox her to the edge of the lawn. If she’s okay with one thing, go on to the next, but if she gets scared let her go back to the house and try again another time.
