I have two cats one is a female and the other a male. Sometimes my male cat goes to lick the female one but the female one just gets up and walks away. They both are the same age around 2 years they have been together since they were kittens but they are not related and both of them are Persian is this normal female cat behavior?

Licking and grooming are often just a sign of affection. :o)
Sometimes it’s a sign of who’s top cat too. Usually the lower cats in the hiarachy clean the higher up cats as a sign of submission. So your male is probably top cat in the house and your felmae cleans him as a sign of respect.

since your cats are opposite genders they may act oddly. The male is usually king of the house and he may be protecting the female. The other thing may be that you need to get them spayed nd neutered so that she can’t have babies.
