he is so cute and he is sweet and cuddly and has the cutest eyes oh and he is nice but when i try to hold him or pet him he runs away.

Some cats just remain standoffish whether we want them to or not.
It won’t necessarily help, to keep trying to pick him up and cuddle him. If he feels like you’re after him, he may get too scared or skittish.
What I suggest you try is this: come near to the cat, but not too close. Don’t face him directly, but stand sideways to him. And hold your hand out sideways toward him too, still only looking at him out of the corner of your eye, and not too directly. It would even help if you could be sitting down or crouching,
Then try to be patient, and let the cat get curious and come toward your hand. You may have to try this quite a few times. Hopefully the cat will gradually feel safer, and will come closer. Even if it sniffs your hand or touches it, just let it decide if it wants to rub against it, or what. If it finally starts to rub against your finger, maybe on the second or third time, wiggle your finger just a bit, enough to move along the fur and get it used to you touching it.
Even when it has come to you like that, you be the one to pull away first. The important thing is for the cat not to feel like you want to trap it.
You need to be as patient as you possibly can, with cats that want to run away. And you have to be prepared to accept it, if the kitty turns out to be a cat that just doesn’t want to be held.

no i can play with him pet him and all kinds of things he is not scerd but i cant put him in my lap or some thing and just pet him comly he will just.......its like he is saying (ok bye im going to go play now).

Lots of cats are just…like that. Tons of cats I have met in my ten (almost eleven - eight days) have run away from me and even their owners. Don’t be worried that your kitty doesn’t love you. He’s just shy.
