Most likely, they are playing. However, if one of them has shown weakness by always running away, the others will bully it - not in play. Also, unfixed males can appear to attack other cats (male or female) when they are practicing or attempting to mate. Also. fixed females can attack to establish pecking order and territory.

My cats used to do this a lot. It started out as playing, then turned into ferocious fights. If you hear vicious hisses or moans coming from them, it\\\’s a fight–trust me, you\\\’ll know one when you see one. If they\\\’re playing, they\\\’ll run around, not hiss or moan, just kind of play-fight, and if an occasional mew comes up, it\\\’s just that they were playing too hard. They\\\’ll usually stop if they hear a mew. But you\\\’ll definitely know if they\\\’re fighting or playing–trust me. They\\\’re much more fierce within real fights.

Oh, and, if one of them is new, the older one is probably just being territorial.
