Is this a new occurrence? Have they been occupying the same space for a long time or is one of them a new cat?
Make sure your cats both have their nails clipped (and filed if they’re still sharp!). Those rubbery little nail caps also may be useful.
Also, I would separate the two and slowly reintroduce them, using treats and new toys as a diversion and to help them associate something positive with each other.
szaro’s suggestion of a spray bottle can also be effective as a deterrent from scratching your other cat. That, a loud “No!”, or a shake of a can filled with dried beans (so that it makes a loud noise) may work to deter your cat from scratching the other.

This is an excellent answer. I'd also say maybe if none of this works, try a product like Feliway to see if it will calm them down.

You may have to use a spray bottle with water in it, and spray your cat that is scratching the other cat. I would seperate them and try to introduce them slowly.
