I don\’t think its territory issues, I think its just that all cats react differently to human contact. My cat Kate for example only lets people she has seen or smelled in our house many times pet her and only allows my and my sister to rub her tummy. If anyone else rubs her tummy she grabs their hand with her front paws and kicks them. It\’s really painful, I know this because she didin\\\’t always allow mwe to rub her tummy. Your cat must be sensitive about people touching his tail the way my cat is about her tummy. It\’s possible that your cat will never allow it, but maybe in time your cat will allow it. For now, leave her tail be, and never, ever, pull a cat\’s tail.

I doubt it\\\’s a temper but rather something is wrong with his tail, especially if he only reacts if you touch his tail but not other parts of him.
Usually if a cat hisses it\\\’s because it\\\’s scared or hurt. He may have injured his tail somehow, a vet might be able to tell you what\\\’s wrong with it. If his tail isn\\\’t injured, he might be protective of it because somebody hurt his tail in the past, maybe somebody pulled it or stepped on it.
But yea, I agree with ziggy, if doing something makes your cat hiss and bite, don\\\’t do that thing.

I wouldn\\\’t call that a temper; I\\\’d say he just has a sensitive tail and doesn\\\’t like you touching it. If something you do makes your cat hiss and try to bite, you really shouldn\\\’t do it. Problem solved.

My cat Charlie does the same thing. I figured out he had been scratched by my other cat on his tail. It could be that he has an injury on his tail.
