if you want to take your cat for a walk but not in your house try taking it to the park where there are lots of people so they may help you get rid of the dog also try taking a diffrent route everday so that the dog can not find you. hope this helps!

be much more nice to it then you are play with it more and give it more attention also feed it more and how can it run away if it is an indoor cat? or is it an outdoor cat??

maybe it has skin problem take him to the vet and also if it is an outdoor cat it may have got bitten by another cat but dont worry take him to the vet
