your cat might have flea mites, which is unlikely if your other cats don't have this same problem. have you tried a cat shampoo? sometimes it's just a dry skin condition that causes the scratching and bald spots. also, you might want to try daily brushing on that cat with a soft bristle brush, which might help.

loud mewing can mean a number of things. if your cat hasn't been 'fixed', then yes, she is probably IN HEAT. if your cat HAS been 'fixed', then she is probably looking for companionship, whether with YOU or with another cat ( she just might be lonely).

as a mom myself, i suggest NOT accusing your mom of animal cruelty or illegal activity. on the other hand, what you are doing by giving your cat warm blankets, etc, is probably the best (and only) thing you can do right now. here's an idea: ask your friends or relatives if they want to take your cat. that way, you can still visit your cat, and you will feel better that your cat is being taken care of .
